UN envoy asks ICC to probe Israel on Lebanon bombing

GENEVA: A United Nations rights expert said the International Criminal Court (ICC) should investigate whether Israel is guilty of war crimes for a bombing campaign in Lebanon that blocked access to food and water.

In an 18-page report, the UN Human Rights Council's special envoy on the "right to food" Jean Ziegler said Israel's bombing of farmland and blockade of Lebanon's ports in its month-long war caused considerable hardship to the Lebanese that was still being felt.

"The government of Israel should be held responsible under international law for the violations of the right to food of the Lebanese civilian population," the report said. "Individuals should be held responsible for violations of the right to food and water."

Ziegler, an independent expert appointed by the Human Rights Commission, visited Lebanon in September in the aftermath of the 34-day conflict that ended in mid-August.
